EFLA Congress 2018 - 20th & 21st September

EFLA CONGRESS ‘HARMONISATION OR RE-NATIONALISATION. NEW PARADIGMS FOR EU FOOD LAW', 20TH & 21ST SEPTEMBER 2018

The 22nd EFLA International Scientific Congress ‘Harmonisation or re-nationalisation. New paradigms for EU Food Law' will be held in Hamburg, Germany, on 20th & 21st September 2018.

Over the past 30 years, the European Union has taken a fairly consistent path in the development and application of food law. We now seem to be at a crossroads and the future direction of travel may differ from the past. There would now appear to be a growing move towards re-nationalisation of food law, rather than harmonisation. Whether or not this is conscious decision of the European Union, the potential implications of this for those operating within the EU market are significant.

This Congress will aim to highlight those areas where this shift is currently most apparent, address the existing and potential future impact, and discuss what this means for the future evolution of EU food law.

This event is important not just for practitioners of food law, but also all those working in companies, government bodies and trade associations who will be significant impacted by the decisions taken by the EU in this area.

PROGRAMME 
The Congress will open on Thursday 20th September at 9.30am (coffee from 9am) and will close at 1pm on Friday 21st September (followed by a lunch).

EFLA is delighted to announce that the keynote speaker for the opening session will be Mr. Stephan Nießner, President of Bund für Lebensmittelrecht und Lebensmittelkunde e.V. (BLL).

In Session I following an overview on the structure of the Rapid Alert System for Food and Feed (RASFF) in the EU legislation, Dr. Gerd Fricke (Bundesamt für Verbraucherschutz und Lebensmittelsicherheit) will present the recalls in the food sector from German authorities’ perspective and Ms. Beate Kettlitz (FoodDrinkEurope) will make a presentation on the Fipronil case. There will be also an intervention from Prof. Dr. Martin Holle (HAW Hamburg), who will explore ideas from a legal perspective to potentially help improve the RASFF. Session II will focus on the enforcement of EU Food Law exploring the different interpretations to control measures in Member States. During this session experts from authorities, industry and the legal profession will examine what are the different control measures for food in place and how these are addressed in the different Member States including insights on how to react when a food product is rejected at the border.

The first session of the second day will evaluate the impact of E-commerce and the related control measures of food products, the way to market food products via E-commerce from a legal perspective (Dr. Lomme van der Veer) and the legal challenges in marketing food supplements and functional foods in 28 EU Member States (Dr. Ina Gerstberger, Gowling WLG (UK) LLP). Session IV of the Congress will focus its attention of case studies in food labelling, with presentations from Prof. Ferdinando Albisinni (Università della Tuscia) on Country of Origin Labelling and Ms. Nicole Coutrelis (COUTRELIS & ASSOCIES) on interpretation of nutritional labelling requirements. The EFLA President, Mr. Andreas Natterer (Schönherr Rechtsanwälte) looks forward to welcoming you all to this year's EFLA congress.
